atlas a5ccb6048a fix(matrix): pin room_version=10 on the hive chat room createRoom ... The restricted join rule needs room version >= 8. Pin it explicitly so a future homeserver-default change can't silently invalidate the restricted rule (which would fall back to invite-only and break the operator-joins- from-the-Space path).
