atlas 4edf965f05 module-eval/nats-tls: evaluate the no-URL leaf fixture with hive-c0re on 
The case for a hive with a store leaf and no queue URL reads
systemd.services.hive-c0re, which only exists with the hive controller
enabled. Built with `hive`, the fixture had no such unit and
module-eval-nats-tls failed to evaluate:

  error: attribute 'hive-c0re' missing
