//! `swarmctl setup status` — where the first-run ceremony of
//! `docs/1-getting-started/setup.md` stands.
//!
//! Read-only, and needs no token: every step is judged from something an
//! operator could see without one. Observing and judging are separate on
//! purpose. [`observe`] runs the commands and calls and records what came
//! back in [`Observed`]; [`classify`] turns that into one [`Step`] per
//! ceremony step and is pure, so every step's outcome is tested against
//! hand-built observations.
//!
//! A dependency that cannot be reached makes its steps `unknown (<why>)`,
//! never an error: the verb exists to be run on a half-built host.
